What is a PayPal fee and how is it calculated?

A PayPal fee is the charge PayPal deducts from a payment before depositing the remainder into your account. For Goods & Services transactions between US parties, PayPal charges 3.49% of the payment amount plus a fixed $0.49 per transaction as of 2025. The percentage covers PayPal's cost of processing the card network transaction; the fixed fee covers overhead on smaller payments. International payments incur an additional 1.5% cross-border fee, and currency conversion adds a further 3–4% exchange-rate spread that is embedded in PayPal's rate rather than shown as a separate line item. You pay this spread whether or not PayPal labels it a "fee."

Goods & Services (US domestic): PayPal charges 3.49% + $0.49 per transaction. This is the standard rate for payments via PayPal Checkout, invoices, and the Pay Now button when both parties are in the US.

International (cross-border): An additional 1.50% cross-border fee applies when the sender is outside the US. On top of that, PayPal adds an exchange-rate spread of approximately 3–4% above mid-market if currency conversion is involved. This spread is baked into the exchange rate — it does not appear as a separate line item.

Friends & Family: Free when funded by a PayPal balance or bank account. If the sender pays with a credit or debit card, a 2.9% + $0.30 fee applies to the sender. Note: using F&F for business payments violates PayPal's terms of service.

"I want to receive" mode: Uses the inverse formula — charge = (desired + fixed_fee) / (1 − percentage_fee) — so you can determine exactly what to bill a client.

Friends & Family (F&F) is free when funded by a bank account or PayPal balance, but using F&F for business payments violates PayPal's Terms of Service and removes buyer protection for your client. PayPal can permanently limit accounts that misuse F&F.

Use this calculator's "I want to receive" mode. The formula is: Charge = (Desired amount + $0.49) ÷ (1 − 0.0349). To receive exactly $500 via G&S domestic, bill your client $518.59. For international G&S, substitute the 4.99% rate: Charge = (Desired + $0.49) ÷ (1 − 0.0499).

Does PayPal Instant Transfer cost extra?

Yes. PayPal's instant transfer to your bank account costs 1.75% of the balance amount, with a minimum of $0.25 and a maximum of $25 per transfer. Importantly, this fee is calculated on your PayPal balance after the transaction fee — not on the gross payment. Standard bank transfers are free and take 1–3 business days.
